PBGH engages in the Measure Application Partnership and represents purchasers on various measure review committees, including Patient-Reported Outcomes, Behavioral Health, and Cost and Efficiency.  PBGH also has participated as a member of the Board of Directors and the Consensus Standards Approval Committee.

CQMC released four updated core measure sets covering specific clinical areas as part of its mission to provide useful quality metrics as the nation’s health care system moves from one that pays based on volume of services to one that pays for value.  PBGH advocates for outcomes and accountability measures in this coalition, which was convened in 2015 by America’s Health Insurance Plans (AHIP) and the Centers for Medicare & Medicaid Services (CMS) and is housed at the National Quality Forum (NQF).

PBGH collaborated with the HR Policy Association to develop Retiree Health Access®, which offers group and individual retiree products for member organizations.

PBGH participates in various state advisory committees. PBGH represents self-funded purchasers on California’s Office of Statewide Health Planning and Development (OSHPD) Health Care Payments Data (HPD) Advisory Committee, which advises the state on the development of an all-payer claims database (APCD).  PBGH also participates in California Governor Gavin Newsom’s Behavioral Health Task Force to advance statewide behavioral health services, prevention and early intervention, as well as to ensure timely access to high-quality behavioral health care.

PBGH members joined the ABIM Foundation and Consumer Reports in launching a national campaign to disseminate information to reduce low value care. The mission of Choosing Wisely® is to promote conversations between clinicians and patients by helping patients choose care that is supported by evidence, not duplicative of other tests or procedures already received, free from harm and truly necessary.

A long-standing member of National Alliance, PBGH collaborates on a variety of accountability, value-purchasing, payment reform and policy initiatives. PBGH is one of eight Regional Employer Stakeholder Engagement Teams (RESET) for The Path Forward for Mental Health and Substance Use initiative.

PBGH partners with IBI to promote effective absence management strategies. PBGH and IBI have hosted regional symposia on topics including mental health and biosimilars.

PBGH partners with IHA to support patient experience measurement through the Patient Assessment Survey in its Align. Measure. Perform. (AMP) initiative. PBGH represents purchasers in its Technical Measurement Committee and collaborates to advance adoption of patient-reported outcomes measures, particularly in the area of behavioral health and depression remission. We also worked with IHA to develop the common Accountable Care Organization ACO measure set.

PBGH is a founding coalition of the Leapfrog Group and leads the California roll-out to promote patient safety and accountability among hospitals and ambulatory surgery centers. Leapfrog also publishes Hospital safety grades semi-annually.
