PBGH Supports DOL’s Proposed Rule on E-Disclosure

July 22, 2026 – The Purchaser Business Group on Health (“PBGH”), a non-profit coalition of over 40 of the nation’s largest and most innovation employers and public purchasers of healthcare, applauds the Department of Labor (“DOL”)’s proposal to allow employers to provide group health plan disclosures to plan members electronically as a default. This provision will modernize these required disclosures, making it easier for plan members to receive and reference the information while saving hundreds of millions of dollars annually.

“Reducing administrative costs in healthcare often proves difficult, but this reform is straightforward and welcome for both employers and their employees,” said Elizabeth Mitchell, President and CEO of PBGH. “Lowering administrative expense will translate directly into lower premiums for American families.”

DOL’s commonsense proposal is responsive to how employees prefer to receive – and overwhelmingly already do receive – health plan communications today. Importantly, those employees who prefer to receive their documents in paper form will still be able to at no cost under DOL’s proposed changes. Meaning, no employee will be left out as health plan communications are streamlined.

PBGH has consistently advocated for this policy reform and supported DOL’s work to simplify benefits administration and reduce unnecessary costs. We applaud DOL’s work on this issue, and remain committed to working with the Administration to lower healthcare costs across a range of avenues.
