PBGH Applauds Transparency in Coverage Final Rule

October 5, 2026 – The Purchaser Business Group on Health (PBGH), a nonprofit coalition of over 40 of the nation’s largest and most innovation employers and public purchasers of healthcare, applauds the finalization of the Transparency in Coverage (TiC) Rule by the Centers for Medicare and Medicaid Services (CMS), Department of Labor (DOL), and Treasury. The policies contained within the TiC Final Rule will significantly increase the accessibility, usability and actionability of the TiC data.

PBGH and members attended a Price Transparency Event jointly hosted by HHS, DOL and the Treasury where the TiC Final Rule was formally announced. At the event, Elizabeth Mitchell, president and CEO of PBGH, participated in a panel and conveyed the experiences of PBGH members in leveraging price transparency data to lower healthcare costs, identify high-value providers, and hold their partners accountable for high-quality, affordable care.

“PBGH strongly supports these important reforms to healthcare price transparency. Employers and other purchasers need reliable, usable information to make better benefits decisions, promote competition, and improve affordability for workers and their families,” said Elizabeth Mitchell.

Mitchell continued, “We are also encouraged to see the administration pair these reforms with stronger enforcement of the price transparency rules. It’s been almost six years since the hospital price transparency rules went into effect—yet independent estimates still show only 50–75% of hospitals nationwide are fully compliant today. Purchasers and patients deserve transparent, upfront prices in terms they can make sense of and rely upon. Meaningful transparency is table stakes for a functional, competitive marketplace, as well as a precondition for care to be affordable and accessible.”

PBGH has continually supported the administration’s efforts to increase transparency and accountability across the healthcare industry. PBGH and our members’ direct experience—gained through the nation’s first transparency Data Demonstration Initiative—has allowed PBGH to serve as a trusted expert and resource to policymakers. Some examples of our recent policy advocacy related to the TiC Final Rule include:

Purchasers are supportive of policies that increase transparency, promote fair competition, and deliver the tools they need to be more effective purchasers and decrease healthcare costs.
