PBGH National Advanced Primary Care Network Request for Proposals

PBGH is seeking a third-party Advanced Primary Care (APC) administrator to help build a national APC network grounded in common quality standards and strengthened by collective purchasing power.

Employers know that better primary care is better for employees and families, and a stronger foundation for every other healthcare investment they make. In a recent PBGH member survey, 79% of respondents identified Advanced Primary Care as a top investment priority over the next three years. 

PBGH is acting on that demand

Our more than 40 private and public purchaser members collectively spend approximately $350 billion annually on healthcare for 21 million Americans and their families. By bringing interested purchasers together around a common quality framework, PBGH can help accelerate the adoption of high-quality Advanced Primary Care across markets.

Access and quality, together 

Expanding access is not enough. Employers need confidence that advanced primary care meets consistent expectations for quality, access, patient experience and outcomes. 

For five years, PBGH has led purchasers, clinicians and technical experts in defining those expectations. The PBGH Care Excellence Program’s shared attributes and quality measures will form the foundation of the network, helping ensure that participating practices deliver high-quality care and demonstrate performance. 

This purchaser-led approach is not new for PBGH. Through the Employer Centers of Excellence Network (ECEN), employers came together to expand access to high-quality specialty care through common quality standards. The National Advanced Primary Care Network builds on that experience, applying the same quality-first approach to primary care. 

The opportunity 

The selected partner will provide the operational infrastructure needed to implement and expand the network. PBGH will lead strategy, establish quality expectations, and help ensure participating practices are accountable to purchaser-defined standards.  

This is not a conventional claims-processing arrangement. It is an opportunity to help leading purchasers ensure high-quality Advanced Primary Care is accessible for their employees, families and communities.
