J.R. Garcia

As Senior Manager of Care Redesign at PBGH’s California Quality Collaborative, J.R. works with providers participating in CQC learning collaboratives by advising and training health care delivery organizations, their improvement teams and practice coaches as they move toward providing high-value, patient-centered advanced primary care. He brings a wealth of experience managing initiatives in value-based payment and care, population health, care integration and improving access to underserved and underrepresented patient communities.

Prior to joining PBGH, J.R. was Special Programs Manager at the Inland Empire Health Plan, where he chaired the Inland Empire Opioid Crisis Coalitions Access to Treatment subcommittee. He also co-chaired a statewide multi-health plan workgroup to develop a consensus on defining Medical Necessity and directed an RFI and RFP for implementation of remote patient monitoring technology.  Previously, J.R. worked at Children’s Hospital of Orange County, providing technical assistance to federally qualified health centers, primary and specialty practices through the Transforming Clinical Practice Initiative with the goal of positioning them as value-based enterprises.

J.R. earned his Masters in Health Administration from the University of Southern California and Bachelor of Science degree in Business Administration from the University of Phoenix. In his free time, he enjoys grilling, catching the latest movie and taking road trips with his wife, son, and two daughters.
