Doug P. McKeever
Chief Deputy Executive Director, Programs, Covered California
As part of the Executive Team, Doug McKeever provides leadership and oversight at Covered California for the following Divisions: Plan Management, Outreach and Sales, Marketing, Service Center, Communications and Public Relations, Policy, Eligibility and Research. He is responsible for developing and implementing plans to increase growth and improve consumer services and health plan relations.
He has deep experience with the development and implementation of state and national policies relating to health benefits, as well as its rate negotiation strategies. In addition, he leads the development and implementation of innovations in the health care marketplace and is responsible for implementing health care reform efforts that impact Covered California customers. Doug joined Covered California after serving as the Deputy Executive Officer overseeing Benefits, Program, Policy and Planning for the California Public Employees Retirement System, where he was responsible for the areas related to health care and contracts with health carriers, billing reconciliation, long-term care, and state and federal health care and pension policy, legislation and regulations. Prior to that, Doug served as the Director of Juvenile Programs as well as Director of Mental Health at the California Department of Corrections and Rehabilitation. He serves on the boards of the following organizations: the Purchaser Business Group on Health and Integrated Healthcare Association. Doug holds a bachelor’s degree in criminal justice from California State University, Sacramento, and has earned a Project Management Certificate from the University of California, Davis.
