States are at the forefront of reforming health care.  Many are in the process of establishing insurance exchanges under the Affordable Care Act and some are pursuing bold new initiatives to improve the quality of health care and pay for care based on value not volume.

The Pacific Business Group on Health and its sister organization the Catalyst for Payment Reform have created several tools and documents to assist state leaders. Many of these offer helpful guidance to state exchange leaders and also share lessons learned from the private section and best practices when it comes to value purchasing: buying good quality health care at the right price.
