Given PBGH’s California base and the importance of the state as a bellwether,  PBGH focuses on high leverage legislative and regulatory opportunities that are directly related to PBGH’s vision and metrics.  Areas of focus typically include:

·         Improving transparency in the cost and quality of health care services.

·         Designing the health insurance exchange to be effective and sustainable.

·         Incentivizing the use and further development of health IT.

·         Reducing the prevalence of cost shifting to private purchasers.

·         Increasing the use of value-based purchasing, and aligning public and private sector strategies.

·         Increasing the use of value-based benefit design.

·         Creation and maintenance of an all-payer claims database.
