PBGH adds value for members and to consumers through four primary
roles:

Forum: PBGH provides opportunities for peer-to-peer
interactions among the leading health care purchasers in California
and the nation, serves as a resource to support members'
purchasing efforts and brings together stakeholders to address
common healthcare delivery issues.

Voice: PBGH speaks on behalf of purchasers in promoting
value improvements in health care. In some cases, PBGH specifically
may give voice to purchaser concerns about network disruptions and
seek to promote industry-wide coalitions; in others the coalition
represents purchasers with health plans, policymakers or private
accreditation entities.

Catalyst: PBGH takes the initiative and leverages its
resources by getting other key stakeholders to more effectively
coordinate, contract for, deliver or regulate health care. PBGH
identifies market failures or areas where key stakeholders are
not adequately promoting value and quality improvement. In targeted
areas, PBGH sparks innovations and improvements for long-term
change and transitions from a primary role to participant.

Operator: PBGH, in limited circumstances, takes on the
administration and management of functions that are core to the
organization's mission and where an "operator" role
furthers PBGH's ability to impact a project or issue. Examples
include the HealthScope Web site and PacAdvantage.
