Barbara Decker is the Director of Purchaser Services for PBGH. In this role, she assists the 50 PBGH member companies with a wide variety of PBGH's Purchaser Services.
Decker was previously Director of Benefits for Southern California Edison, one of the country’s largest publicly owned electric utilities. Her responsibilities there included plan design, vendor selection, union negotiations, testifying in public utility commission proceedings, development of policy positions, integration of acquisitions, support for divestures, experience analyses and communication for the benefit programs provided to Edison International’s 20,400 employees, 15,000 retirees and their families. She also managed the Human Resources Information Center that responds to more than 49,000 inquiries per year. Other significant projects involved redesigning the Edison health care program to include incentives for individual health management and reducing the corporation’s financial commitment for future retiree health care benefits, and negotiating these changes with the unions that represent
